Answer:   A great option is to create a screen flow for the survey, embed it in a public community, and then send out the link via flow. Another great option is using a tool called Form Assembly to create the survey. Then using a url hack you can pass the case number, and other info into the survey link. That way, when the user opens the survey, the data is already there for them!
