Answer: No, since it is specific to Salesforce. For general programming, Python would be a good start, or Java (which is a great stepping stone to APEX) if you are a little more ambitious.
Also, don't forget about JavaScript and web dev skills - generic, but also very relevant to Lightning Web Components.
It's far better to learn general programming first and then specialise.
